The mandate — NBC 2016 withdrawn · NBCS 2026 in force w.e.f. 30 April 2026
- NBCS 2026 Part F, Clause 3.5.4.4 — every service penetration through fire-rated construction sealed: minimum 120 minutes, tested per IS 12458:2019 — including the mandatory hose stream test.
- NBC 2016 demanded the fire stop but never named the test. NBCS 2026 names it: IS 12458:2019. The certificate vacuum is closed.
- Part F says “should” — the “shall” lives in your State bye-law and your fire NOC desk. NBC 2016-based bye-laws stay in force until amended.
- The physics is unchanged: an unsealed opening turns a fire-rated wall into a chimney.
- India loses one life to electrical fire every 26 minutes. The inquiry asks one question: who specified the seal, and was it tested?

Why Stanvac — four reasons, each sufficient on its own
- NBCS specifies ONLY IS 12458:2019. It does NOT specify imported FM, UL or ASTM. The CBRI report is to the only specified standard — read on sight, no lost weeks before occupancy. Any other certificate needs the fire authority’s separate approval.
- One accountable partner. Survey, spec paragraph, drawings, method statements, trained applicators — one name answers for it.
- More than the mandate. Fire crosses by two routes — through the opening, and along the cable. Imported mortar closes only the first. Stanvac closes both: 2 hours at the wall + zero flame spread along the cable, spread-stop tested to 4 hours (240 min), one-foot coat included free. No barrier-only brand closes the second.
Why pay more for what NBCS does not specify?
The imported seal costs more — and its FM / UL certificate is not specified in NBCS 2026. Stanvac is certified to IS 12458:2019, the one standard NBCS specifies — at a lower price. Lower price, specified certificate. Higher price, unspecified certificate. The choice decides itself.

The standard — NBCS specifies IS 12458:2019. CBRI tests to it.
- CBRI is CSIR — the Government of India’s national building-fire laboratory. FIREX systems are CBRI-tested.
- An IS-tested system matches the code as written.
The method is Indian. The laboratory is national. The certificate is the one your NOC desk reads — as-is.
